the bill was announced in january by state assemblywoman skinner, whose proposal would require ammunition dealers to be licensed, require i.d. from buyers, report all sales to the department of justice, and ban conversion kits that allow high-capacity magazines. opponents argue that none of the restrictions would have prevented the school tragedy at sandy hook. cornell bernard will have more in a live report in 30 minutes. >> today marks the one-year anniversary of the shooting massacre the university in oakland of the seven people were killed that day. police say a former nursing student planned the shooting because he was angry with city officials. a judge ruled in january that he is not competent to stand trial. the school will hold two memorial concerts for the victims, one on saturday in oakland and the other is april 13. >> connecticut lawmakers have come together to agree on sweeping proposals to curb gun

violence in the wake of the sandy hook elementary school shooting after weeks of closed door negotiations. the proposals include a ban on high capacity magazines like the one used in december that claimed the lives of 20 children. political leaders say they are sending a message to those who not the connecticut effect on gun control would wear off. >> what they didn't know was that democrats and republicans would come together and work to put together the strongest and most comprehensive bill in the united states. >> both sides expect to approve the pack an -- the package toll. >> the national rifle association will have recommendations for preventing gun violence anowing the national school shield program in december in response to the shooting, with training for remain ad guards and legislative

proposals for congress. >> a former contra costa narcotics officer will be sentenced on drug charges today. in december, he pleaded guilty to five felony counts admitting to stealing drugs from an evidence locker and re-selling them on the street. he took cash and cell phones from prostitutes. he faces a possible ten year prison sentence under a deal with the prosecution. >> the san francisco entertainment commission meets to consider ways to cut down on noise from the concerts associated with the america's cup racing contest. big name acts like sting and train have been backed but people in telegraph hill are concerned they will be loud and disruptive. in response, the number of america's cup concerts planned for the waterfront are scaled back ahead of the hearing. there will be 30 concerts now rather than the 40 that were originally planned. they will be held between may 31 and october 15 and will end at 10:30 on weeknights and 11:00 on weekends. speakers face the water and

installing rainfall gages along the creek. now they use a patchwork of gauges to predict flooding. only one measures rainfall. the grant will buy three more rain gauges as funded by proposition 84. >> we have seen some rain recently. >> and fog. >> yes. >> what will we see today? >> what is next? >> we will check with mike. >> great question. i am here to answer it. from the east bay hills looking back toward the west, you can see some of the fog that is developing along the east bay shoreline and, also, into the north bay. novato is reporting .16 mile visibility and half mile in santa rosa. right now the thickest fog is along the east bay shore is not hitting the reporting stations with those along the bay shore but it will filter down to those areas. watch out for fog through 7:00. temperatures in the mid-40's to around 50. we will see increasing sunshine

by noon. we will have high clouds and sunshine this afternoon. we will be brighter and remain warmer than yesterday with mid-50's at the coast and mid-to-upper 60's for the rest and a quiet evening with high clouds and sunshine again and 50 for the cool spot and upper 50's to low 60's for bay and inland neighborhood. tomorrow is the warm of the day, increasing clouds ahead of our wet system for thursday morning. it will be a quick hit because by friday it is gone with increasing sunshine once again. time for a check of the commute. leyla gulen? >> the drive along 101 through san rafael into central san rafael we have clear conditions and closer to 580 and sir francis drake we have construction out this blocking a couple of lanes southbound 101 to the waldo tunnel so watch out and we have more construction to get to along 101, 380, and the westbound 380 to southbound 101 will be closed until 6:00 a.m. due to road work and as we look

hundreds of meals are served. on the right are remainders of how homeless people should act in public. abc7 news reporter has more. >> man picked through crash containers along 4th street in san rafael, and another homeless person walked a bicycle with his belongings at an intersection, mild compared to what some homeless people have done at some places. >> you get people that want to do drugs in the bathroom or you get people that have a real independent attitude out here, they do what they want. >> now, after complaints from residents and businesses, san rafael has develop add map with so-called hot zones areas near 4th and lincoln avenue where police answered hundreds of calls the past year. the city is asking homeless people to stop dumpster diving, avoid using sidewalks as a bathroom and to stop drinking alcohol in public suggesting they go to a bar instead. >> a couple of spots where we are having issues. it could change, next month it could be a park or somewhere

prosecution to file criminal charges against a tulsa dentist accused of cheating patients with dirty instruments for decades. many of the 7,000 who received letters unking them to get screening for h.i.v. and hepatitis are getting tested. doctors say he gave up his license to practice last month after officials examined the office found rusty instruments and improperly sterileized tools. >> in new york city people are getting a look at the new world trade center observatory on the 100th floor of the new freedom tower. investigators are going through the newly uncovered debris from the world trade center hoping more victims from the 2001 attacks could be identified. about 60 truckloads of debris have been unearthed by construction crews in recent years at the site. close to 3,000 people died in the world trade center attacks but only 1,634 victims have been identify so far. >> in new jersey, it is now

illegal for teens to use tanning beds. the governor christie signed legislation banning anyone under 17 from using a tanning bed and anyone under 14 from getting a spray tran. the bill was pass passed after a woman was charged with child endangerment for taking her five-year-old to a tanning booth. the doctors say the rays can triple the risk of developing skin cancer. 17-year-olds are allowed to get the indoor tan if accompanied by a parent. >> not a big fan of the tan myself but...that is why i look to sail. >> the national variety is different. >> you need a little bit but not teach. >> keep it natural. everything in moderation. >> here is a look at live doppler 7 hd, good morning to you. check out how dry it is outside. we still have some fog developing out there especially in the north bay valley as we

dry conditions are looking good for the morning commute. here is a look at macarthur maze with tail lights in the westbound direction with clear conditions out there, and now at the bay bridge toll, that is looking mice and clear and not too much traffic. everything is flowing smoothly from oakland into san francisco. we have one accident in the clearing stages right now, through the santa cruz mountains along worker 17 and a car hit a couple of deer. so, watch out for that and drive safely through the santa cruz mountains. >> a unique protester group was on the front states of the washington state capital. >> dozens took part in a dance off to protest a tax on dance venues. washington state has had the tax since the 1960's targeting venues that provide an

and high clouds take over. temperatures around bay are in the mid-60's and in the upper 60's to near 70 with high clouds inland and for the coast we will have clouds and a few low clouds and 53 to 55 degrees. you will be cooler than everyone else. enjoy the day. leyla gulen? >> very good commute with dry and quiet conditions. this is our picture from the golden gate bridge you can see not too many headlights. the traffic is very thin moving away from marin county to san francisco. a little bit of construction north of here between sir francis drake and the waldo tunnel to plan ahead. in san jose, we can see clear conditions out there with beautiful driving conditions. no crashes. no congestion to report. our travel times have top speeds of 584 at 80 so no problems to report.
